Zak Brown believes budget cap won't "settle until 2022/23"

McLaren's CEO Zak Brown feels that the budget cap in F1 won't settle down until 2022 or 2023. As part of the new regulations, there has been a $175million-per-season cap put in place.
Ferrari has already said they have upped their budget significantly in preparation, which is why Brown is cautious about everything falling into place in the short-term.
A lot’s going to be happening in 2020 and 2021,” Brown was quoted by F1i.com.
Let me start with 2020. The rules don’t change a lot, so our goal has to be to continue to incrementally improve. Keep our head down.
We’ve still got a lot to work on. We started last season more than 1.5 seconds off pole and towards the end of the year, it was as low as eight tenths. “That’s still a big gap we need to close."
