Red Bull in line for engine upgrade at French Grand Prix

Renault are set to introduce an engine upgrade at the French Grand Prix but they will also be joined by Honda with Dutch website De Telegraaf reporting Red Bull could be in line for an upgrade.
The Honda and Red Bull partnership has brought mixed results so far this season, Max Verstappen scoring two podiums in 2019. With the reliability seemingly in check, there is an obvious lack of pace compared to Red Bull's rivals, Mercedes and Ferrari, which has cost them better finishes in Bahrain and Canada where that extra pace is crucial.
In response to the disappointing result in Canada which saw Max Verstappen finish fifth and Pierre Gasly P8, Honda could be set to give them an upgrade for the race at Paul Ricard. This is what De Telegraaf is reporting which would see Honda and Red Bull reach their maximum season engine changes. If they were to upgrade again it would come with a penalty after upgrading in Baku.
Red Bull are also set to bring upgrades themselves in a bid to get back amongst the podium places. With the World Championship seemingly out of sight is this the right decision from Red Bull and Honda?
